This foundational study represents one of the first comprehensive efforts to document and classify Non-Tariff Measures (NTMs) across all ASEAN member states. At a time when tariff barriers were falling, this book brought much-needed transparency to the various regulations, quotas, and technical standards that impacted trade. It provides a standardized database of NTMs, allowing for comparative analysis across countries and sectors. The authors argue that a better understanding of these measures is the first step toward reducing trade costs and achieving the goals of the ASEAN Economic Community. This work laid the groundwork for subsequent regional trade negotiations and policy reforms aimed at creating a more predictable trading environment.
